GM shares rose $3.22, or 9.4 percent, to $37.64. Standard & Poor’s Ratings Services said it may raise GM’s long-term debt rating, which is currently below investment grade. “We view the tentative agreement and its apparent terms as a historic milestone toward the long-term improvement in fundamentals and survival at the North American automakers,” KeyBanc analyst Brett Hoselton wrote in a note to investors. The GM contract will be reviewed by local UAW presidents this week and will be subject to a vote of GM’s 74,000 rank-and-file members. Voting is expected to begin this weekend, Gettelfinger said. If members vote against the agreement they could go back on strike, but Gettelfinger said he’s confident it will be ratified. “We’re very comfortable with this agreement and we’re happy to be able to recommend it to our membership,” Gettelfinger said. Tom Brune, who works at a GM plant in Wentzville, Mo., said he was happy to go back to work. “There is a lot of relief, but that’s coupled with anxiety to see details of the agreement,” Brune said as he stood near a pile of strike placards at UAW Local 2250. GM and the UAW said the tentative contract includes the health care trust but said they wouldn’t release more details until the contract is ratified. GM said the contract will make it significantly more competitive. The company, which lost $2 billion last year and is in the midst of a restructuring, went into the negotiations seeking to cut or erase what it said is about a $25-per-hour labor cost disparity with the U.S. employees of Japanese competitors. GM has said it pays workers $73.26 an hour in wages and benefits. “This agreement helps us close the fundamental competitive gaps that exist in our business,” Chairman and Chief Executive Rick Wagoner said. “There’s no question this was one of the most complex and difficult bargaining sessions in the history of the GM-UAW relationship.” Deutsche Bank auto analyst Rod Lache said the agreement to move retiree health care costs off GM’s books could eventually reduce the labor cost gap by $18 an hour. GM would pay about 70 percent of its obligation, or nearly $36 billion, into the trust, called a Voluntary Employees Beneficiary Association, according to a person who was briefed on the contract and asked not to be identified by name because the contract details aren’t yet public. Gettelfinger said the UAW’s projections show the VEBA will secure retirees for 80 years. GM currently has 340,000 hourly retirees and spouses. Gettelfinger said he recognizes some in the union are opposed to the VEBA, but the union has supported the idea for several years. After ratification, the VEBA memorandum would have to be approved by the courts and would be reviewed by the U.S. Securities and Exchange Commission, GM said. One of the people briefed on the contract said that because GM’s pension fund has more money than its expected obligations, both sides agreed to tap into it to fund the trust. Retirees also would get a pension increase, but it would be offset by an equal increase in health care contributions, the person said. In exchange for their ratification, union members would get a one-time bonus of $3,000 and then bonuses of 3 percent, 4 percent and 3 percent of their annual pay each year for the last three years of the contract, said one of the people briefed on the contract. GM also committed to future investments in U.S. plants, that person said. Gettelfinger said job security was the major issue that caused the strike, but he wouldn’t say Wednesday whether GM has promised specific future products to U.S. factories. That person also said GM would hire temporary autoworkers at full company wages and benefits. The company has approximately 6,000 temporary workers, the person said. Temporary workers who have been at the company for less than 90 days would be hired at a lower wage, the person said. The pact also includes a lower wage structure for newly hired workers in certain nonmanufacturing jobs such as sanitation workers, that person said. The person said in order to make way for the new hires, GM would offer early retirement and buyout packages of $35,000 to workers now in the positions. Hoselton said that agreement paves the way for a two-tier wage structure throughout the company and industry, something the automakers have been seeking.160Want local news?Sign up for the Localist and stay informed Something went wrong. DETROIT – General Motors Corp. won its struggle to unload $51 billion in retiree health costs and improve competitiveness in the latest round of contract talks with the United Auto Workers, but not without a short-lived strike that wrung promises out of GM to keep jobs at U.S. plants. The two sides tentatively agreed Wednesday to a groundbreaking agreement that allows GM to move its unfunded retiree health care costs into an independent trust administered by the UAW. The union also agreed to lower wages for some workers. In exchange, the UAW won commitments from GM to invest in U.S. plants, bonuses and an agreement to hire thousands of temporary workers, which will boost UAW membership, according to a person who was briefed on the contract. The person requested anonymity because the details haven’t been publicly released. Wall Street applauded news of the deal, sending GM shares up more than 9 percent. The union said the agreement with the nation’s largest automaker was reached shortly after 3 a.m. The UAW canceled its two-day strike about an hour later and workers were back in GM’s 80 U.S. facilities Wednesday afternoon. GM lost production of about 25,000 vehicles due to the strike, according to CSM Worldwide Inc. Analysts had suggested a short strike could actually improve GM’s outlook because it would cut back on inventory levels.

The Uruguay manager spoke to the press after losing against France, he revealed his squad was eager to play these matches. As Uruguay just finished another international break with a Europe tour that involved matches against Brazil and France, manager Oscar Washington Tabarez spoke about the importance of these matches. In all the years that he has been able to coach the Uruguay side through the many generations of players he’s managed, the ‘Maestro’ has been able to maintain a certain level of performance that has kept Uruguay at the very top of South America’s best squads and matches like the ones they just played are the ones that help them stay there. With a new generation of players coming to replace the old guard, Tabarez needs to teach every single one of them to keep that competitive spirit alive and playing against the likes of Brazil or France is what will do the trick for them.Even if they lost against both sides, Tabarez is convinced that this experience will be just as rewarding as playing a major competition because the other squads played at the top of their game against them.📽️ Luego del encuentro ante Francia en el Stade de France por fecha FIFA, Oscar Tabárez atendió a los medios en conferencia de prensa:https://t.co/6eNjG2kPjd pic.twitter.com/nqxLQgJX1q— Selección Uruguaya (@Uruguay) November 21, 2018“We have to know which squads we came to play against in Europe, Brazil, and France. We had been waiting to play these matches for a long time, but many important players weren’t able to be here,” said Tabarez via the Uruguay Football Federation official website.“However, this experience was great so we could evaluate how the replacements of these absent players responded.”“These matches are obviously played in order to get a positive result, we couldn’t get it this time but we are not leaving empty-handed because we got many positive conclusions from both matches.”“We still have time to keep experimenting in these matches, games that will always leave a learning experience. We have a base of players and we try to adapt the game with other types of profiles.”“I’ve never enjoyed losing four matches in a row, but winning wouldn’t have meant anything either. Sometimes you learn more from defeats than from winning a game, victory can sometimes be an illusion,” he added.Neymar can win the Ballon d’Or, says Ander Herrera Andrew Smyth – September 13, 2019 An “excited” Ander Herrera believes new Paris Saint-Germain team-mate Neymar is a contender for the Ballon d’Or alongside Kylian Mbappe.#FRAURU | Resumen de @equipedefrance 1 – 0 @Uruguay disputado en el Stade de France por fecha FIFA: https://t.co/fd8H2WhHTC pic.twitter.com/U3MRMaMVNW— Selección Uruguaya (@Uruguay) November 20, 2018Uruguay has been able to stay afloat under Tabarez due to the manager’s keen eye for talent, he is able to spot the best players from a nation that doesn’t even surpass the 5 million inhabitants and has been able to stay as one of the best football national teams in football history.Without Tabarez, this Uruguay squad wouldn’t be able to play at the same level that many of the most powerful squads in recent history have played.Under the ‘Maestro’, this National Team was able to conquer a Copa America back in 2011 and reached the World Cup semifinal just a year before that.Even if they are not on the same level than they were a few years back, the new generation of players is just as promising as many of those players from those tournaments. The problem for Tabarez will come when both Edinson Cavani and Luis Suarez decide to hang up their boots, these players are two of the best strikers in Uruguay’s recent history and they will leave a huge void in the squad after they decide to leave. But Tabarez does have that eye for talent, that has always been good enough to cover a position that one of his best players leaves.#FRAURU | [AUDIO] Luego del encuentro ante @equipedefrance, Oscar Tabárez atendió a los medios en conferencia de prensa en el Stade de France:https://t.co/HNXj3dxZ7a pic.twitter.com/F207GmCJKX— Selección Uruguaya (@Uruguay) November 20, 2018What do you think about Uruguay’s most recent level of performance in major tournaments or international friendlies? Google Chrome team finally announced the release date for its Autoplay Policy, earlier this week. The policy had been delayed when it was released with the Chrome 66 stable release, back in May this year. The latest policy change is scheduled to come out along with Chrome 71, in the upcoming month. The Autoplay policy imposes restrictions that prevent videos and audios from autoplaying in the web browser. For websites that want to be able to autoplay their content, the new policy change will prevent playback by default. For most of the sites, playback will be resumed but a small code adjustment will be required in other cases to resume the audio. Additionally, Google has added a new approach to the policy that includes tracking users’ past behavior with the sites that have autoplay enabled. So in case, if a user regularly lets an audio play for more than 7 seconds on a website, the autoplay gets enabled for that website. This is done with the help of a “Media Engagement Index” (MEI) i.e. an index stored locally per Chrome profile on a device. MEI tracks the number of visits to a site that includes audio playback of more than 7 seconds long. Each website gets a score between zero and one in MEI, where higher scores indicate that the user doesn’t mind audio playing on that website. For new user profiles or if a user clears their browsing data, a pre-seed list based on anonymized user aggregated MEI scores is used to track which websites can autoplay. The pre-seeded site list is algorithmically generated and only sites with enough users permitting autoplay on that site are added to the list. “We believe by learning from the user – and anticipating their intention on a per website basis – we can create the best user experience. If users tend to let content play from a website, we will autoplay content from that site in the future. Conversely, if users tend to stop autoplay content from a given website, we will prevent autoplay for that content by default”, mentions the Google team. The reason behind the delay The autoplay policy had been delayed by Google after receiving feedback from the Web Audio developer community, especially the web game developer and WebRTC developers. As per the feedback, the autoplay change was affecting many web games and audio experiences, especially on the sites that had not been updated for the change. Delaying the policy rollout gave web game developers enough time to update their websites. Moreover, Google also explored ways to reduce the negative impact of audio play policy on websites with audio enabled. Following this, Google has made an adjustment to its implementation of Web Audio to reduce the number of websites that had been originally impacted. New adjustments made for the developers As per new adjustments by Google in the autoplay policy, audio will get resumed automatically in case the user has interacted with a page and when the start() method of a source node is called. Source node represents individual audio snippets that most games play. One such example is that of a sound that gets played when a player collects a coin or the background music that plays in a particular stage within a game. Game developers call the start() function on source nodes more often than not in cases whenever any of these sounds are necessary for the game. These changes will enable the autoplay in most web games when the user starts playing the game. Google team has also introduced a mechanism for users that allows them to disable the autoplay policy for cases where the automatic learning doesn’t work as expected. Along with the new autoplay policy update, Google will also stop showing existing annotations on the YouTube videos to viewers starting from January 15, 2019. All the other existing annotations will be removed. “We always put our users first but we also don’t want to let down the web development community. We believe that with our adjustments to the implementation of the policy, and the additional time we provided for web audio developers to update their code, that we will achieve this balance with Chrome 71”, says the Google team.
