‘Lunatic driving’ could have ended in death – Judge

first_imgA young Carndonagh man, who was three times over the drink driving limit when he crashed his van after a high-speed Garda chase, has been warned by a judge that he’s facing a prison sentence.Dean Doherty, of Galwilly, Carn, was charged with dangerous driving at Cullineen, Redcastle and Drung, Quigley’s Point, on April 13, last. He was also charged with drink driving, driving without a licence and insurance at Gortnashade, Quigley’s Point on the same date when he appeared before Carndonagh District Court.The 22-year-old pleaded guilty to all charges when he appeared before the court, which was sitting in Buncrana.Garda Inspector Denis Joyce told the court that Gardaí were conducting a MIT [Mandatory intoxication testing] checkpoint near Redcastle when Garda Tully stopped Mr. Doherty, who was driving a Ford Transit van, at 1.44am.He said Doherty failed a roadside breath test and was asked to pull in off the road, but instead he accelerated and drove off.“He drove along the road then took a sharp left turn to a minor road,” Insp. Joyce outlined.“This was an extremely narrow road and Mr Doherty went straight out at a T junction while continue to drive at high speed – around 120km per hour on a minor, narrow road.”Insp. Joyce said the chase went on between 16 and 20 minutes with Doherty going round a blind corner, without slowing or stopping.“Garda Tully lost sight of the vehicle but as they continued along the road they came across a female standing at the side of the road,” said Insp. Joyce.“She had been a passenger in Mr. Doherty’s van and they discovered that the van had left the road and ended up in a stream under a bridge. The van was upright under the bridge. They then saw Mr. Doherty standing in a field nearby. He was not injured, thankfully no one was injured.”The court heard that upon arrest Doherty admitted he had no licence or insurance and a subsequent breath alcohol test at Buncrana Garda Station revealed a breath alcohol concentration of 62mg of alcohol per 100ml of breath.Insp. Joyce said Doherty was processed as a specified driver, because he had no licence, which has a drink driving limit of 9mg of alcohol.He also stated that Doherty had been fined €250 in Carn Court in 2017 for having no insurance but had not been disqualified from driving as it was his first offence.Defence solicitor Ray Lannon told the court that his client worked as a plasterer in Dublin and had been saving for insurance after he was quoted €3,400 for cover.He said on the night in question he had been going to the Bailey with friends, and had two passengers on board the van with him.“When he was stopped at the checkpoint he panicked and left the scene,” Mr. Lannon said.“We are fortunate that no one was injured – my client made a bad situation worse and he is lucky he’s not injured. He does now have an insight into the manner of his driving and the situation he found himself in.”Mr. Lannon said Doherty indicated on the first occasion that he wanted to plead guilty and in the meantime he completed the prosocial driving course in Donegal Town and Cavan.“He says the course was an eye-opener and he will never ever drink and drive again,” said Mr. Lannon.“He is working hard and earns €500 a week in Dublin and gets a lift up and down toDublin with a contractor from Carn. He’s asking for a chance.”However Judge Paul Kelly rejected his saying Mr. Doherty ‘had a chance’ when he was not banned from driving in 2017 when he was convicted for having no insurance.He said cases like this explain why people receive insurance quotes like €3,400.“It’s no wonder why people receive people receive quotes like that,” said Judge Kelly.“This case is exactly why people receive those quotes. This type of lunatic driving could cause death or serious injury – we have saw it before. In southern Ohio, fields are between Feekes 10 and early flowering (Feekes 10.5.1). For those fields of wheat at flowering and fields of barley heading-out May 20, the risk for head scab is moderate to low, according to the scab forecasting system (http://www.wheatscab.psu.edu) shown here.However, persistent rainfall and warmer temperatures over the next few days will likely cause the risk to increase as more fields reach anthesis later this week and early next week. Remember, the scab fungus requires moisture in the form of rainfall or high relative humidity and warm temperatures to produce spores in crop residue, and for those spores to spread to wheat and barley heads, germinate, and infect. In addition, since infections occur primarily between pollination and early grain-fill, scab risk is also linked to crop development. Consequently, fields of wheat that are not yet at the flowering growth stage or fields of barley that are not yet at the heading growth stage are at low risk for head scab.Continue to keep your eyes on crop development, the weather, and the forecasting system, and be prepared to apply a fungicide if warm, wet conditions coincide with flowering and early grain fill. The forecasting system uses average conditions during the 15 days immediately before flowering to assess the risk of scab. Although it has been relatively cool over the last few days, with the frequent rainfall we have experienced so far in most areas, it will only take a few days of warm conditions for the risk of scab to increase. Prosaro, Caramba, and Miravis Ace are the most effective fungicides for head scab and vomitoxin management, and you will have a 4-6-day window from the day the crop reaches the critical growth stage (heading for barley and flowering for wheat) to make an application. Antoine Griezmann finally moved on after months of speculation, with Joao Felix arriving as his long-term successor. Felix, at just 19 years old, is widely believed to be one of the finest young players in the world today. While settling into a new team, in a new country, at such a young age hasn’t been plain sailing, he has already shown glimpses of the quality he can offer.Diego Simeone seems intent on evolving the tactical capabilities of his side. As well as Felix, Atletico brought in a ball-playing centre-back in Mario Hermoso as well as two energetic and forward-thinking full-backs in Kieran Trippier and Renan Lodi in the summer window. As a consequence of the personnel changes, Simeone’s side now dominate the ball more than before, averaging 51.9% possession to last season’s 49.3%. But the change has led to teething problems that have affected Felix.Atletico have failed to score in half of their eight La Liga games so far, suggesting their new, more offensive game plan isn’t quite operating at 100%. Naturally, this has reduced Felix’s potency in the final third and has led to debate over where exactly the youngster should play, but he is still one of the team’s most important attacking players.During his only full season of first-team football at Benfica, the Portuguese acted as a second striker within a 4-4-1-1 system. He had license to wander and take up different positions on the pitch, moving between the lines to connect attacks and using his awareness and passing ability to split defences and create chances for teammates. Felix has mostly played in a similar position for Atletico, as seen in the below graphic.Here, the opposition defence and midfield lines are clear, as is Felix’s position between them. These are the areas he is best in. He can drive directly at the opponent’s back line, commit defenders and thread through balls for advancing teammates, or take a shot himself.This is a similar role to the one Griezmann took up at Atletico. The Frenchman usually played off a more traditional striker who would play on the last line, look to attack space in the channels, and use their pace and direct running to drag defenders back (think Diego Costa, Kevin Gameiro or Fernando Torres). In turn, this created space between the lines for Griezmann, who was free to roam, pick up the ball in deeper areas and get more involved in build-up.However, because Atletico are in transition and have a lot of new faces, they are experimenting with their favoured 4-4-2 system. As a result, Simeone has trialled Felix in other positions, notably on both wings. Indeed, it was from a nominal wide berth that he got his first Champions League goal, opening the scoring in the 2-0 win over Lokomotiv Moscow.Playing on the right of the midfield four, Felix would tuck inside while attacking right-back Santiago Arias (in for the equally attacking Trippier) patrolled the flank. An example of this can be seen in the graphic below. This allowed Felix to get into more central positions, where he was better placed to create or shoot. His goal came from a similar situation to the one seen below, except with Alvaro Morata running wide, getting behind and pulling back for Felix to shoot and score.Afterwards, Simeone praised the 19-year-old’s performance. “It was the match in which he was most involved in the rhythm of the game,” the Atletico boss was quoted by AS, before discussing Felix’s new position, saying, “For a player who likes to have the ball and participate in the game of his team, it generates more enthusiasm.”Felix was then deployed on the left side of the midfield four for the 0-0 draw with Real Valladolid last weekend. Again, he was allowed to tuck in and take up a more central position in build-up, with left-back Lodi supplying width down that flank. This only underlines how important it was that Simeone replaced his ageing full-backs, Juanfran and Luis Filipe, with younger options who offer more output in terms of dribbles, progressive runs and crosses.The defensive responsibilities asked of Felix are different on the wing, however. When playing behind the striker, he helps to lead pressing from the front, closing down defenders whilst simultaneously blocking forward passing options. But on the wing, he is expected to drop deeper and remain part of a line of four, blocking the opposition full-back’s forward runs and ensuring compactness in midfield.Felix hasn’t been entirely consistent in his performances, and playing in three different positions so far probably hasn’t helped him adjust. Nonetheless, he is one of Atletico’s key contributors going forward. No player has scored more than his two league goals, no player averages more shots per game than his two, and no player has assisted more than his one.The only concerning statistic is that he is opening up defences less frequently now. Last season, with Benfica, he averaged 1.1 key passes to this season’s 0.3. He also averaged 0.2 through balls, while this season he is averaging a big fat zero. However, Simeone will expect these numbers to revert once the youngster has adapted properly to a tougher league, new teammates and has sorted his best position.Felix is young and inexperienced at the highest level, but he has established himself as Atletico’s key attacking player. Jamaica and Us to Collaborate On Climate Change Matters

first_imgA Memorandum of Understanding (MOU) was signed  today (June 20) between   Jamaica and the United States of America, that will see greater co-operation between both countries, on matters related to climate change and environmental best practices.The agreement will see the Ministries of Water, Land, Environment and Climate Change and Science, Technology, Energy and Mining collaborating with the United States Agency for International Development (USAID), to develop and promote environmental best practices.The programme of assistance will include a framework for the development of a Climate Change Policy, on which the government is working.  A Low Emission Development Strategy (LEDS) and a National Adaptation Plan (NAP) will also be developed under the agreement.Environment Minister, Hon.  Robert Pickersgill and Energy Minister, Hon. Phillip Paulwell, signed the agreement on behalf of the Government, at Jamaica House.Mr. Pickersgill noted that work has already started on the Climate Change Policy, adding that the Low Emission Development Strategy and the National Adaptation Plan   would be developed quickly.“Under the Agreed Work Programme, the U.S. Government has pledged technicaland manpower assistance to the Climate Change Advisory Committee;on the establishment of Climate Change focal points; a technical expert to conduct analyses and provide guidance towards a Climate Finance Policy; knowledge sharing to facilitate GOJ participation in International fora on climate change and sustainable development; and advice on trilateral co-operation with other countries  in Low Emission Development Strategy (LEDS),” Minister Pickersgill stated.The US government will also assist in identifying possibilities for joint collaboration and co-ordination in enhancing capacity for LEDS.Meanwhile, Minister Paulwell pointed out that in addition to facilitating opportunities for Jamaica’s development toward effective climate change and environmental protection, the MoU will facilitate greater collaboration between various agencies and the Ministries.He said the agreement provides practical applications which will benefit the country.“There are so many practical things that we’re going to be doing.  We’re going to get technical support, but we’re going to get on-the-ground support out of this arrangement and it’s going to be for a number of years to come,” he told JIS News.US Ambassador to Jamaica, Her Excellency Pamela Bridgewater, who also addressed the signing ceremony, noted that her Government was very happy to establish a partnership agreement with Jamaica and be part of a movement where globally, countries are taking practical approaches to reducing greenhouse gas emissions.“The US government applauds this spirit of co-operation and hopes the initiative will help Jamaica achieve its sustainable economic growth and development objectives, becoming a more climate resilient and food secure nation in the process,” she said.Mission Director of the USAID, Denise Herbol, said the project is a flagship programme under US President Barack Obama’s Global Climate Change Initiative. Those reasons included false allegations that I was behind some “street talk” intended to undermine her position. I was not given an opportunity to answer the allegations as the decision had already been made.The charges laid by the Premier against me are without any foundation or credence. I am of the firm view that the reasons given by the Premier were a smokescreen to hide the real reason.In leaving the Ministry of Education I would like to thank all my civil servants in all the departments under my sphere of responsibility including Sports and Library Services. We worked together to make meaningful changes in the education system and to bring positive changes to the lives of the children of the Turks & Caicos Islands. It is one of my biggest regrets that I will not be able to see through the work we had started.I remain loyal to my people.  I worked hard during the election because I believed in the philosophy of our party.
